Dear Cheryl,

Thank you for reaching out and sharing information about the arthritis community. The Ontario Liberal Party has a bold and ambitious plan for health care in Ontario. If elected we will reverse the Ford Conservatives’ cuts and for-profit agenda, support patients and our health care workers and reinforce a network of care to handle anything. More specially our plan will:

  • Train and hire 100,000 new health care professionals to meet demand over the next six years – prioritizing full-time roles across the health system, including a target of 70% jobs in long-term care homes being full-time.

  • Clear the surgical backlog with a $1 billion investment in additional capacity – empowering hospitals to operate significantly above pre- pandemic volumes and expand operating room, MRI and CT operations – including into evenings and weekends.

  • Establish and publish maximum wait times for all surgeries and return to pre-pandemic wait times by the end of 2022.

  • Support the creation of not-for-profit surgery centers managed by local hospitals to more sustainably maintain higher surgical volumes.

  • Commit to ensuring access to primary care within 24 hours of when you need it – no matter where you live in Ontario.

  • Fund more team-based primary care clinics, including Family Health Teams and Nurse Practitioner-Led Clinics. We’ll also create15 new community health centers across the province, which help tackle social, economic and environmental challenges impacting people's health in underserved communities.

  • Accelerate the creation of more than 3,000 new modern hospital beds across the province over the next decade – a 20% growth in capacity from pre-pandemic levels.

  • Advocate with our federal partners for a national pharmacare plan and in the meantime ensure all Ontarians have access to prescription drug coverage by enrolling anyone without an employer benefits plan in our new portable benefits plan – including self-employed, gig, contract and creative workers. Anyone not captured by the portable benefits plan will receive drug coverage through OHIP+ or the Ontario Drug Benefit program.

  • Reverse the Ford Conservatives’ deep cuts to mental health care and connect more people to mental health support by investing an additional $3 billion over four years in mental health and addiction services. Also expand coverage and reduce wait times for OHIP-covered mental health care for those that need it – including psychotherapy – also providing free ‘mental health first aid’ and guided online mental health support to everyone.

  • Invest $300 million across the addictions sector to prevent, intervene and treat opioid addiction and overdoses – including providing an ample supply of naloxone kits, fentanyl testing strips and harm reduction supplies at pharmacies, community spaces and with first responders.

  • Require all front-line health care and education workers to be vaccinated against COVID-19, and add the COVID-19 vaccine to the list of nine other universal vaccines kids need for school.

  • Improve access to PCR testing today while permanently increasing laboratory capacity for future testing.

  • Make care more modern, integrated, flexible and accessible for all as they move through the health system. This includes making the option for video, phone, email and text visits with primary health care providers permanent and universal when appropriate – always giving the option for in-person care.

As part of our plan, we will train and hire 100,000 new health care professionals. To help reach this goal we will hire more internationally-trained nurses, physicians and other health professionals working in Ontario and replace unnecessary requirements for Canadian experience – focusing instead on competency-based assessments and bridge training. We will also increase admission in nursing programs by a minimum of 10% each year – which will add 2,000 additional nurses – and create over 450 new medical school and residency spaces across the province, using new learning avenues to do so including in Brampton and Scarborough. We will also cover tuition costs for any medical and nursing students in Ontario who commit to working long-term in a rural or remote community.

To meet demand for mental health care, we will train 3,000 new mental health and addictions professionals, social workers, psychologists and psychotherapists, and ensure they reflect Ontario’s diversity and are culturally-competent – particularly for Indigenous, racially diverse and French-language communities. To make sure our kids get help without waiting, we will also hire 1,000 more mental health professionals for children and make mental health first aid training more available to school staff.

Our plan will also forgive all student loans for nurses, PSWs, paramedics and other health care workers who were on the front-lines during COVID-19 – as well as guarantee access to mental health services for all health professionals. Finally, we’ll establish and enforce protest exclusion zones around health care buildings to protect patients and staff.

What will your government do to bring a high quality, accessible, standardized evidence-based model of arthritis care for all Ontario residents?

Our health is the most important priority. When you or a loved one is hurt, sick or needs help, nothing else matters. Yet the people who take care of us – nurses, doctors, personal support workers and other health care professionals – took two big hits these past four years: The Ford Conservatives’ reckless cuts and an unprecedented pandemic. Today, too many health care workers are leaving the field after feeling burnt out. As a result, people are struggling to find and afford care. Ontario’s health care system, and the people behind it, are stretched to their limits – but it doesn’t have to stay that way. We’ll refocus health care to make sure you’re cared for when you need it, no matter where you live. Our Ontario Liberal plan reverses the Ford Conservatives’ cuts and for-profit agenda, supports patients and our health care workers and reinforces a network of care to handle anything, which includes access to proper arthritis care.

What will your government do to ensure the continuation, improvement, and expansion of virtual care for all Ontario residents – both patients and health care professionals - and ensure access is equitable to all?

Ontario Liberals will: Ensure access to a family doctor or nurse practitioner within 24 hours. Increase the number of family doctors and nurse practitioners across Ontario.

Ontario Liberals will: Make the option for video, phone, email and text visits with primary health care providers permanent and universal in appropriate cases Expand pharmacist scope of practice to prescribe for minor ailments and administer more vaccines.

What will your government do to improve the uptake of biosimilars, and will you commit to reinvest those savings to support additional medication listings and improve patient coverage?

We will advocate with our federal partners for a national pharmacare plan. In the meantime, we’ll ensure all Ontarians have access to prescription drug coverage by enrolling anyone without an employer benefits plan in our new portable benefits plan.

How will your government incorporate Indigenous traditional healing practices to improve the delivery of care to Indigenous Peoples?

We’ll work closely with Indigenous, federal and municipal partners to end all boil water advisories in all First Nations and Northern communities in Ontario, making necessary investments in water infrastructure, operations and maintenance where needed. We’ll protect and restore Ontario’s rivers, wetlands and watersheds, including Moose Cree First Nation and Kitchenuhmaykoosib Inninuwug. We’ll also streamline the process with the federal government through which land is added to First Nations reserves. As part of our mental health plan, we’ll invest in Indigenous-led culturally competent and trauma-informed mental health supports for Indigenous peoples, including for residential school survivors and their families.

Will your government take steps to ensure timely, specialized care for Ontario residents struggling with arthritis, including joint surgery wait times that are within medically recommended guidelines? How will your government manage the backlog of surgical appointments that occurred because of the COVID-19 pandemic?

We’ll also establish and publish maximum wait times for all surgeries and return to pre-pandemic wait times by the end of 2022. We’ll create a centralized electronic surgical waitlist 29 HEALTH CARE A PLACE TO GROW HEALTHY – requiring all specialists to use e-referrals to shorten wait times and maximize scheduling efficiency. And we’ll invest in new minimally invasive surgery approaches that help people recover more quickly and shorten hospital stays.

The Ontario Liberal Party is committed to making significant investments into our healthcare system as the past two years have seen it pushed to the brink. What will your government do to bring a high quality, accessible, standardized evidence-based model of arthritis care for all Ontario residents?
The Ontario Liberal Party is committed to listening to medical health experts and stakeholder groups to develop the most effective healthcare for all Ontario residents. If elected, we will hire 100,000 more doctors, nurses, and healthcare workers so that those in need are able to receive high quality care. We will also expand community health centres to increase the accessibility of care.

What will your government do to ensure the continuation, improvement, and expansion of virtual care for all Ontario residents – both patients and health care professionals - and ensure access is equitable to all?
The expansion of virtual care is essential to the modernization of our healthcare system. The Ontario Liberal Party is committed to making the option for video, phone, email, and text visits with healthcare providers permanent and universal as appropriate.

What will your government do to improve the uptake of biosimilars, and will you commit to reinvest those savings to support additional medication listings and improve patient coverage?
I am committed to exploring and advocating for all avenues which can lower the cost of medication for Ontarians. The Ontario Liberal Party is also committed to ensuring all Ontarians have access to prescription drug coverage and that private benefit plans cover all drugs in Ontario's public formulary.

How will your government incorporate Indigenous traditional healing practices to improve the delivery of care to Indigenous Peoples?
The Ontario Liberal Party is committed to working with stakeholder groups to deliver the best care for everyone. This includes working with Indigenous communities and incorporating traditional practices as appropriate.

Will your government take steps to ensure timely, specialized care for Ontario residents struggling with arthritis, including joint surgery wait times that are within medically recommended guidelines? How will your government manage the backlog of surgical appointments that occurred because of the COVID-19 pandemic?
The Ontario Liberal Party is committed to clearing the surgical and diagnostic backlog for all patients by the end of 2022. We will expand our healthcare capacity by investing in more hospital beds and healthcare centres across the province. By hiring 100,000 new healthcare workers (through a variety of methods including increasing school admissions and using competency-based assessments for internationally trained professionals) we will ensure that these centres are adequately staffed. We are also committed to raising the wages for healthcare workers and improving working conditions so that they remain in our province and do not experience burnout. We will increase operating capacity to above pre-pandemic levels so that the backlog can be cleared by the end of the year.

Attached below, please find the responses to your questions by Tom Takacs, Liberal Candidate for Wellington-Halton Hills Arthritis Questionnaire
  1. Evidence-based arthritis care:
    The Liberal Plan for health care is based on a science model, so through our support to improve the health care system and stop privatization, we will support health care professionals to practice top quality, evidence-based care for all persons with chronic diseases, including arthritis. We will increase the supply of primary care providers so that all Ontarians have access to a family physician or nurse practitioner. Specialty services will also be supported through increased number of physician training spots.

  2. Access to virtual care:
    We will be supporting the expansion of primary and specialty care for all Ontarians. If virtual care is appropriate, we will support physicians to provide the type of access to care best suited to the patient’s needs. We will improve access for Indigenous and other under-served populations through increased funding for health care where the need exists.

  3. Biosimilars:
    I am unable to comment specifically on the choices of drugs or therapeutics that are prescribed for patients with specific diseases, but we plan to provide all people in Ontario with a benefits plan to cover the costs of drugs.

  4. Indigenous healing practices:
    Our approach to health for Indigenous persons will involve Indigenous-led consultation and programs developed to deliver health programs to meet their needs. I can’t comment specifically on current Indigenous healing practices.

  5. Backlog of surgical treatments:
    We have a comprehensive plan to address the wait times and backlog resulting from the pandemic by increasing training and staffing for health care providers including physicians and nurses. We will expand availability of hospital services to create times for surgeries and diagnostic testing outside of “regular hours” to deal with the volumes of patients waiting for care.
